Mapita Oy is a leading citizen engagement company established in Finland in 2011. The company employs 6 + 4 employees who work from the office in Helsinki. The company has developed a map-based data collection tool, Maptionnaire, based on years of research in using SoftGIS, a method used in analyzing human experiences and everyday behavior of people in their living environments. Maptionnaire has subscribers in over 30 countries and the number of responses has passed 10 million.

In 2019, we embarked on the development of a new version of our Software as a Service (SaaS), which is now called Maptionnaire – Community Engagement Platform. Building on the technology and experiences of Maptionnaire, it creates a revolutionary service model of community engagement for progressive cities. It enables the strategic,
systematic and comprehensive collection, analysis and reporting of citizens’ views across sectors, such as urban planning, education, health care, social services, and cultural services. These soft data represent equally strong a view of the city as do hard data collected through different sensors. A city will only be smart when it also considers human intelligence and systematically utilizes it in strategizing and planning.

Maptionnaire Community Engagement Platform is a modular platform with map-based engagement at its core. The main module includes map-based questionnaires, polls, voting tools, surveys, picture-based surveys, and more conventional survey elements. It allows for geo-referenced data collection, visualization and the analysis of the data.
People of different backgrounds can work together and organize the teams as it fits the project or organization.

Maptionnaire offers a complete engagement process under one platform. It allows flexible expansion by incorporation several modules as it is necessary. Other modules include:

Integrate: Automated PDF creator that enables designing the workflow and creating PDF templates to report the results easily. Real-time feedback map to get ongoing feedback linked to locations and integrate into the maintenance system.

Collaborate: Gamify the decision-making process. Let people decide together using participatory budgeting tools and allocate resources, be it on the map or not. Use 3D models to facilitate collaboration.

Communicate: Create and public your materials and engagement activities on a project website. Draw timelines, enable discussion, and social sharing.

Measure: Crete clear visual dashboards to measure your engagement performance using your own KPIs.

Digitalization is driving the organizational change, but cities are in danger of fossilizing their old processes with past inefficiencies when they merely move their current models of delivery online. What is actually needed is not a digital redesign of old processes but a re-evaluation of everything the city is doing under a single platform.

The renewed Maptionnaire platform is based on redefining citizen engagement as an ecosystem of data linked primarily to locations, not to specific sectors and projects. It allows systematic and comprehensive collection of feedback that is not limited by time, space or sector. Furthermore, it provides 20 times more feedback from a larger and
more representative sample of inhabitants that can be analyzed and reported in a consistent and efficient manner also spatially. Maptionnaire produces over 60% improvement in time used for analyzing the feedback from citizens. It creates a bridge between the city authorities and the residents by enabling easy and user-friendly participation. The tool allows for cross-sector collaboration so different departments can
use the tool to gather input in projects of their own fields.
