Libelium Smart Parking: A Future-Proof Urban Mobility System

Our solution for Wels is the Libelium Smart Parking system, a proven, digital, and end-to-end management platform for parking enforcement. It is designed to modernize parking enforcement, reduce manual workload, and provide a seamless experience for citizens.
The system is built on three core layers:
High-Accuracy NB-IoT Sensors: The foundation is a network of robust, surface-mounted sensors, one for each parking space in the paid and short-term zones. Each sensor uses a dual-detection technology—a primary radar sensor and a backup magnetic sensor—to achieve a detection accuracy of over 99%. These sensors are designed for durability (IP68 and IK10 certified) and a long lifespan (5-10 years on a single battery), ensuring minimal maintenance. They communicate directly over NB-IoT, a secure and energy-efficient cellular protocol, which eliminates the need for additional on-site infrastructure like gateways, reducing installation costs and complexity.
Centralized iris360 Platform: This is the "brain" of the operation, a cloud-based platform hosted in the EU. It receives real-time data from the sensors and acts as the central hub for all parking-related information. The platform uses a dual-database model, with one for instant, real-time data and another for long-term historical analysis. It automatically verifies parking sessions by integrating with payment apps (EasyPark, Parkster), and resident permit systems, and flags overstay or unauthorized parking violations. This automation shifts the enforcement model from manual inspection to targeted, data-driven response. The platform is designed with open standards (FIWARE and UNE 178104:2017) for seamless interoperability with Wels's existing administrative and payment systems, such as the VStV.
User-Friendly Dashboards: The system provides intuitive, interactive dashboards for both operational and administrative use. Enforcement personnel can access real-time, color-coded maps of all parking spaces on a mobile-responsive interface, showing live occupancy status and flagged violations. This allows them to focus their patrols on actual incidents, reducing wasted time. Administrators have access to powerful analytics and reporting tools for long-term trend analysis, data export in formats like CSV/PDF, and remote management of parking rules.
This solution can be deployed in a phased manner, as proven in many other projects around the world.
