Challenge

The construction industry is responsible for a significant proportion of global greenhouse gas emissions. These emissions are mainly caused by energy consumption and the production of materials such as steel, cement, asphalt and concrete. As an innovative and sustainable motorway operator, ASFINAG is aware of its responsibility to protect the environment and the ecosystem. Reducing GHG emissions at its construction sites is very important to ASFINAG, as it wants to make a significant contribution to achieving the national and European climate targets that have been set. To make this possible, it is essential to know the emissions and material flows at its construction sites.

Currently, this data is collected decentrally at each construction site, independently of ASFINAG systems. The collection process is very time-consuming, as some of the data has to be recorded and evaluated manually. In particular, the integration of subcontractors poses a major challenge in practice for the general contractors commissioned by ASFINAG. In addition, all those involved in the project often have very different levels of expertise, which in turn has a major impact on data quality.

In order to be able to compare site-specific data, many distinctions must be made, some of which are also due to the technical collection methods currently available and the time resources of those involved in the construction process. In some cases, estimates must also be made, as detailed surveys would be disproportionately time-consuming. The data is currently evaluated and recorded using an Excel solution, which is imported into ASFINAG's HybridForms system landscape using drag and drop. However, this system is only used for data collection; benchmarking or further data analysis is not possible in this system.

Question

How can mass flows and greenhouse gas emissions on construction sites be recorded and evaluated digitally in an efficient and traceable manner?

Desired result

With this IÖB challenge, ASFINAG is seeking technical solutions to reduce the time required for data collection and evaluation for those involved in the project, while also obtaining more and higher-quality data. The mass flows on the construction site should be recorded as completely as possible and used as a basis for calculating GHG emissions. This should be done with a high degree of automation and digitalisation.

Above all, GHG emissions must be recorded in a transparent and open manner so that a wide variety of emissions data can be used, such as ASFINAG calculation tools, Environmental Product Declarations, or other data sources from public database systems. Ideally, the existing ASFINAG calculation tools (mainly Excel solutions) will be embedded in this solution.

In addition, the ideal solution should be easy to use, include a ‘fill-in help’ function, enable interfaces (API) to the most common software programmes and platform solutions, and ensure quality-assured, structured data management. Ideally, the solution should also be BIM-compatible.

The aim of the challenge is to gain an overview of innovations in the field of mass flow and GHG emissions recording on construction sites and to get to know potential implementation partners.

Briefly describe your company and use references to demonstrate your expertise in the field of data and GHG recording and evaluation. You can also present demos of solutions you have already developed.

Description of your solution
Focus in particular on how your solution would contribute to the desired result. Describe the overall approach of your solution and how, in addition to the technical implementation, the ongoing support and training requirements are taken into account.

The focus of the description should match the evaluation criteria and the requirements described. Please note that the (technical) approach behind the submitted solution should be presented as transparently as possible. In addition, both the derivation of the idea/product and the approach used behind the new solution should be presented in a clear and easily understandable manner.

If possible, provide convincing examples of use cases and references. Share your ideas regarding the course of the project (wishes, notes to the project managers).

Summary of added value
Summarise the unique selling points and key advantages! What makes your solution particularly innovative? What sets it apart?

Confidential information (for the jury only)
Give us an idea of what your proposal means in terms of finances and effort. This will help ASFINAG to design the procurement project within the right framework at an early stage. You are also welcome to submit a cost estimate for comparable solutions that have already been implemented.

IMPORTANT NOTE: Consortium submissions are possible. Keep it short (guideline: maximum 10-12 presentation slides or 4-5 A4 pages). We are currently in the market exploration phase of the challenge. It is therefore not necessary to create drafts or feasibility studies specifically for this occasion.

Benefits of the challenge and further project development

This challenge gives ASFINAG an overview of possible solutions and potential partners. The jury of internal experts then invites those companies whose solutions stand out particularly positively in terms of the evaluation criteria to an innovation dialogue.

For companies, this means that by participating in the challenge, you will be on the radar of the public contracting authority. Even after the challenge has ended, your submission will remain visible as your calling card for other interested parties. You will be positioning yourself for further public procurement projects. If you are among the winners and are invited to the final innovation dialogue, you can present your solution at a market discussion. You will exchange ideas directly with the project managers.

This creates sensitivity and understanding for suitable innovations on the part of the public contracting authority. This is important so that, after market research, the public contracting authority can consider innovative approaches in any procurement project in accordance with the Federal Procurement Act.

Depending on the results, the further project plan foresees the following:

ASFINAG intends to use the results of the challenge to pave the way for new technologies. Based on a subsequent economic analysis and the provisions of the BVergG 2018, there is potential for the purchase of a solution for all ASFINAG construction projects.
